Speed money is the kind of money that we pay to officials to 'speed up' an application/request.

Do you think its okay to pay speed money.

I personally feel that the existence of speed money is because the public infrastructure - physical or human resources - are simply not enough. However, there are tasks that needs to be realised in a time bound manner and what can people do in such situations?

Speed money is the result of the imperfection of public systems. When things take forever to be done, they pave the way for speedy response because a payment is made to facilitate the process. But it is never alright to pay speed money even when you believe it is the only way to get a job done.

Paying speed money continues to allow appreciation of a corrupted situation by placing unwarranted advantages on some people’s shoulders.

Speed money is a consequence of failed provisions, but not all evil deeds need to be justified. It seems to work more in favor of increasing corruption. Say, for example, if everybody secretly pays bribes to hasten their files, then probably, a culture of corruption is created where paying is expected by the officials.

I have found out, based on my research, that there are two additional reasons for this:

1. There might be good physical and human resources in place to reduce pendency and time frames, but the pay given to officials are awfully low that they deliberately slow down work flow to ensure that there is space of speed money to be transacted.

2. Sometimes, even if some good person decides to do all work in a good pace, he will be burdened with additional work. So he/she will always have the attitude of working slow so that they wont give you more and more work.

I mean, every promotion in life seems to be unfair, right?
Yes. But you're overlooking the promotion being on merit, and merit alone, as opposed to choosing someone specifically because of the pigment of their skin or who they sleep in bed with for quotas.
The Federal Aviation Administration is fighting a class-action lawsuit alleging it denied 1,000 would-be air traffic controllers jobs because of diversity hiring targets — as it was revealed that staffing levels were “not normal” at the time of this week’s deadly midair collision.
...
[Andrew Brigida], the would-be, air traffic controller, who graduated from Arizona State University’s collegiate training initiative in 2013, was turned down for a job even though he had scored 100% on his training exam, the lawsuit alleges.

You're going to tell me that for, I believe, 7 years and 1000 positions, someone who scored 100% on their exam wasn't hired because every other candidate who was a different race, sex, etc., was hired in his place also scored 100%? Discovery will be interesting to learn the selection process there.
