More important than the biological age is the emotional maturity level of a person. Life experiences differ from individual to individual which means some teenagers could be prepared for dating at age 12 but others require at least 16 years of age. Parents need to evaluate their children according to their personal maturity level before initiating discussions about relationships.
 
I'm not sure I can agree with 12 -13 as an ideal age to get into a romantic relationship because they are still developing emotionally at that stage and I do think they are not mature enough to navigate all the complexities in a romantic relationship.

It is quite better to focus on building strong friendships and acquiring skills first rather than romance. My judgment is; 15 to 16 years of age is much more suitable for exploring romantic relationships but it must be done under proper guidance from parents and caregivers.
 
There was no romances when I got a bf at 12. We just chat and eat snacks together during recess time in the campus. It lasted only three weeks. My father was military official and warned me harsly.
How old was the boy you were in a relationship with when you were only 12 years old? If he was older, he might have wanted to get into your pants.
