We need to look at previous years, especially government leaders or presidents starting from 2000 to 2024. Many presidents have committed crimes against democracy, authoritarianism, corruption, etc. So who do you think is the most corrupt president in the world?

Are we talking about Presidents of the US or other countries?
If worldwide, that title is used loosely for authoritarian State-like "Presidents" that have done horrendous things too. Therefore, it would be a harder comparison.
In my lifetime, as an American citizen, it's a toss-up between Bush Jr. for getting us into a war with countries that had nothing to do with 9/11 under the pretense of getting back at who did it.
As far as Obama, it's not only for not pulling out of Afghanistan, et al., after the mission of 9/11 — to capture and/or to kill Osama Bin Laden — but also for drone striking, no matter who or what they might've done, an American citizen, depriving them of their 5th Constitutional right that no one can be deprived of life, liberty, or property without due process of law. Further, for Fast and Furious gun-running and also protecting a cabinet member (Hillary Clinton) over Benghazi.
It's a toss-up between the two as Bush got us into a war that cost the lives of 7000 US service members and Obama drone struck 4 American citizens — 3 by accident — and oversaw the death of another 4 lives in Benghazi. We also can't quantify the untold numbers of lives lost with Fast and Furious gun-running, as some guns were found at the scenes of crimes on the US-border side.
I could throw in Joe Biden for the embarrassing Afghanistan Withdrawal that cost 13 service members' lives, but that was a plan initiated by Trump. Could it have been better? Yes. First, by not setting an end date of the mission to be on 9/11, the 20th year of the war, as that day should've remained sacred. Secondly, he should've taken every piece of military equipment out, and if that was impossible, had it destroyed where it sat so that it would be unusable.

I think that title should go to the President of North Korea. He is running the country like his private estate. Can you imagine someone more corrupt than this guy who hires hackers to hack crypto currencies from exchanges?
If we're talking money, maybe Xi of China for probably sponsoring the recent attacks on the US Treasury.
Bring down the Dollar, to a high extent, and crypto either goes to 0 in fear that if the Treasury can be hit harder, so can any exchanges, or even wallets, or crypto spikes as people look to get any asset to protect their cash.
Some of my checks come from the Treasury, so I could only imagine that they could reroute or halt payments, causing mass panic and chaos amongst millions of Americans that also receive the same.
Hard to pinpoint one, but leaders enabling widespread corruption damage their nations irreparably.
