If it's going to make my list of top songs, I am really hard into the lyrics of a song, as you, then the beat comes second. A song that has powerful or inspiring lyrics means much more to me than any other ordinary song that could be taken any way and is bland or has no real meaning.

Club music/rap/hip-hop is a bit different as when I look for that, I need the beat and rhythm, but know that most lyrics are repetitive junk. That's not to say that all songs in those genres can't be impactful, as the same can hold to any genre, but I'll put a song in my favorites with the beat over meaningful lyrics.
 
A song is a combination of vocal, lyrics and instruments, a perfect song is something that combines all. However, if I have to choose one, I would go with lyrics, secondly, vocal and thirdly instruments.

Lyrics also come first for me. The beat may be slow or fast depending on the type of song I'm listening to. Some rap/pop songs really have deep and meaningful lyrics.

But sometimes singing without any music can also sound great and sometimes just instrumental can be great.

In my opinion, composition, is very important in a song. Good combination of instruments and the vocal ensures that the song sounds well. That means even if the lyrics and singing are good, the song is simply going to be bad if the mix is bad. It's all about balance.
