All of the Captain America movies up until the 1990 version are disasters. Captain America 1990 was atrociously bad in every way. It's like every choice they made was an absolute atrocity except the ones made after 1990.

Steve Rogers in this film is played by Matt Salinger and it's the most uncharismatic Steve Rogers they could have possibly had. He has no energy in him, he's completely dull and lifeless. He is the worst Captain America you could possibly imagine.

Not until recently did we have better versions like Winter Soldier and Civil War. Captain America has really gotten a lot more popular in the eyes of some fans especially with these versions. Well, you can still watch for relaxation.
 
When I watch Captain America (1990), I was excited to see some action but it was all horrible music with awful sound effects. In this movie, Steve Rogers had a girlfriend, he really liked her, he had some problems and got turned into Captain America , and then he got attached to a rocket somehow and got launched into Alaska, a little boy saw this happen and somehow was able to identify that a man was on the rocket up in the sky. The boy grew up to be the president. The Red Skull, who somehow looks horrifying kidnap the president and Captain Ameria has to find him. It's a good story but wasn't shot well.
 
Captain America (1990) didn't really live up to my expectations. I mean, it's packed with random and horribly filmed action sequences. It seems like a cheap way of filming an action scene. It's more of let's get the guy to do this role; we don't really have that budget; we'll just have him do it anyhow. The music is not even conforming. Honestly, I laugh my ass off watching this movie.
